Everton boss David Moyes is not satisfied with life at Goodison Park despite bringing three new players to the Premier League club this week.
Louis Saha will join on a two-year contract from Manchester United pending a medical, Lars Christian Jacobsen has been recruited after being released by German club Nurnberg and Segundo Castillo has also signed on a season-long loan deal from Red Star Belgrade.
Moyes also confirmed that Everton are expecting to tie up another loan deal for Inter Milan's Victor Obinna Nsofor before Monday's transfer deadline.
Yet despite these positive developments, he still does not believe Everton possess the financial muscle or the squad depth to compete with the 'Big Four' - Liverpool, Chelsea, Manchester United and Arsenal.
And when asked whether his new signings would help bring Everton onto a level footing with those rivals, Moyes' response was illuminating.
He said: "No, no, I can't say yes to that.
"We have brought in four players but not spent any money - let's put that in perspective.
"Some people pay £20million for one player, we have not paid that for four or for any."
And he is also unhappy that after a summer of relative inactivity, Everton's transfer dealings have all come at once.
"I dont think that's good - I don't think it's good planning when you get it right at the end," he added.
"I think it's better to have your business done early and have a pre season etc."
Moyes was particularly ebullient regarding the signing of Saha, who will miss the Premier League match against Portsmouth because of that medical, and he is hopeful the striker can re-ignite his career at Goodison Park.
The Frenchman scored 42 goals in 124 appearances for Manchester United after joining them from Fulham in January 2004 but a succession of knee and hamstring injuries severely restricted his impact at Old Trafford last term.
However, Moyes is confident those problems are now behind him and that he will be able to add to the Everton cause.
He added: "There is no doubt he is a fantastically talented player, the question now is can we get him fit and we are hoping we can do that.
"He was involved in 17 or 18 games for Manchester United last year and if he can be involved in a few more than that for us than he will certainly play a part.
"He has been an excellent centre forward throughout the years - he can do a bit of everything, he can run, he can head it, he can link play up as well.
"If you do get him on the pitch there is no doubt he is a very good player and adds qualities that we will need and I am confident that we can get him out there over the next few years."
Portsmouth have lost their opening two games against Chelsea and Manchester United but Moyes has warned his squad that those results should be disregarded and that it would be dangerous to underestimate the FA Cup winners.
He said: "I think if you play Chelsea and Manchester United in your opening two games it will always be difficult to get some points and there is no doubt they are still a strong outfit.
"If anyone had played them you would be saying the same question.
"Harry Redknapp has built a really good team, (Peter) Crouch has been a good signing, they have (Jermain) Defoe as well who is a threat and they are strong defensively and they pushed us all the way last season for the fifth-placed spot."
