Derby chairman of football Adam Pearson believes Tranmere winger Steve Davies could move to Pride Park without the need for a tribunal.
Davies, 20, is out of contract at Prenton Park this summer and could quit the club on a Bosman transfer.
Rovers will be entitled to compensation if he leaves for another club, as the player is under 24, but a tribunal may not be necessary, according to Pearson.
"Steve Davies is a player we have made an offer for to Tranmere," Pearson told the Derby Evening Telegraph.
"We would like to bring him to Pride Park. He is on a Bosman but he's also under 24 so it would go to tribunal if we don't come to an agreement.
"If it means going to a tribunal then, yes, the answer is, we probably would be just as happy for it to go to tribunal to secure him."
